Motion to accept the minutes of meeting held January 14, 2003 as recorded by Secretary Jane Henson.
Motion seconded and passed without discussion.

Treasurer's report ­ Craig Carter reports that we have between $1,850 and $1,900, depending on current statement which had not been processed yet.

Motion to implement funds distribution to regions under the Riverside County Libertarian Party (RCLP) "umbrella" as per the motion passed on January 14, 2004. Seconded, discussed and passed.
Treasurer Craig Carter was instructed to distribute the funds as directed.
$374 was issued to the Desert Area Libertarians (DAL)
$792 was issued to the Western Riverside County Libertarians (WRCL)

At their last meeting, WRCL voted to spend their distribution on a "Get Out the Vote" mailing, requesting that the RCLP issue a reimbursement check to the member who funded the mailing because WRCL does not yet have a bank account. The minutes of that meeting were provided as authorization for this action. The check was written as instructed. The regions of the Riverside County Libertarian Party received the distribution checks fulfilling the January 14, 2003 motion.

Election of Officers:
Due to the resignation of officers elected January 14, 2003 and in the absence of election in January 2004, an election of officers to serve in the interim until the regular election meeting in January 2005 was held.

Election for Chair: Gene Berkman ­ nominated, seconded, no further nominations, vote called, elected unanimously with no votes for none of the above.

Mr. Berkman took over the meeting for the election of additional officers. Volunteers for office were encouraged to speak up.

Election of Secretary: Jane Henson ­ nominated, seconded, no further nominations, vote called, elected unanimously with no votes for none of the above.

Election of Treasurer: Michael Seebeck ­ nominated, seconded, no further nominations, vote called, elected unanimously with no votes for none of the above.

Election of Vice Chairs (also known as regional chairs):
DAL ­ Susan Marie Weber ­ nominated, seconded, no further nominations, vote called, elected unanimously with no votes for none of the above.
WRCL ­ Larry Baird ­ nominated, seconded, no further nominations, vote called, elected unanimously with no votes for none of the above.

Topic of reunification of the county organization within the Libertarian Party of California regional structure was opened. A motion was made to reunify the two regions (DAL and WRLP) under the Riverside County Libertarian Party as both a legal entity with the State of California AND within the Libertarian Party of California. The motion was seconded and discussion was opened.

Discussion was extensive as this would reverse actions taken at the January 14, 2003 meeting that resulted in a period of inactivity for the RCLP.

Motion to table the motion to reunify was made, seconded and passed. The topic is to be re-opened at the regular January 2005 meeting of the Riverside County Libertarian Party. At that meeting amendments to the by-laws to support this action will also be presented.

$8 was collected for the RCLP treasury.

Treasurer Craig Carter passed $26 being held in trust for WRCL to Michael Seebeck, treasurer of WRCL.

Treasurer's report ­ Michael Seebeck reports that transition of signature cards is not complete. Wwe have about $1K, depending on current statement which had not been processed yet.

Reunification ­ Explantion of division and purpose of reunification. Motion to reunify Riverside County LP into one region for purposes of participation in the LP of California by Gene Trosper. Seconded by Larry Baird. Friendly amendment made and accepted to simultaneously adopt the bylaws that were in effect at the time just prior to motion to divide was accepted. Motion as amended passed unanimously.

Motion to continue recognition of Desert Area Libertarians as an active RCLP committee and to set aside fund granted to them under the division as dedicated to the committee by Jane Henson, seconded passed unanimously.

Motion to appoint Susan Marie Weber as chair of the DAL committee of the RCLP made, seconded and passed unanimously.

Motion made, seconded and passed by unanimous acclimation to elect these nine volunteers as the RCLP delegation.

Motion to name any member in good standing who arrives at the convention and requests to be made an alternate be authorized as an alternate delegate as is our long standing tradition. Seconded and passed unanimously.

Convention Discussion:
Delegate Fee issue is brought up by several members. Resolution for redress of grievances on this issue was discussed, modified, moved, seconded, and passes with one abstention.

Election of delegate to the Platform Committee:
Lance Weber nominated, seconded and elected unanimously.

Rules Committee Delegate ­ body is not sure that we are entitled to on but just in case elected a delegate to this committee anyway. Gene Trosper was nominated, seconded and elected unanimously.

Motion made to endorse having Mark Seltzer, So. Cal LPC Vice-Chair, introduce Chuck Mooth as a speaker at the state convention. Seconded and passed unanimously.

Other Business:
Gene Berkman to verify status of payments from the LPC to the RCLP region including back payments for the significant period since 2003 during which payments were suspended.

Planning for local activism: a local public outreach meeting the week of April 18-22, planning begun. Potential speaker Chris Norby, discussion of possible venues. Vote to reprint local anti-redevelopement brochure. Funds allocated unanimously = $150.

$23 was collected for the RCLP treasury. ­ Jane Henson donated cost of two mailings for the current meeting about $50.
